They give out bikes on Saturdays only. The process is they have to be there by 8:30am latest, whereupon they pick a number and enter a lottery. If they aren’t within a certain number for that day they have to try again, so nothing is necessarily guaranteed. If not successful they punch the persons ticket and I believe on the third try, if still unsuccessful, a third punch basically guarantees someone a bike. Everything depends on turnout and how many people are there on that specific Saturday. The lottery happens by 9am so by 9:30am latest they’ll know if successful or not.
